For low-risk products such as those under Electromagnetic Compatibility (EMC) regulations, EU law allows manufacturers to adopt a “self-declaration” approach. This means the manufacturer conducts its own conformity assessment and signs the EU Declaration of Conformity.

In contrast, EU Notified Bodies have unique four-digit identification numbers (e.g., 0123). Certificates issued by Notified Bodies — particularly for high-risk products — hold the highest level of legal authority.
